Newton D. Baker

Baker, Newton Diehl (1871–1937), a United States lawyer and statesman. He was born in Martinsburg, West Virginia, and graduated from Johns Hopkins University (1892) and Washington and Lee University law school (1894). Baker was city solicitor of Cleveland, Ohio, 1902–12, and the city's mayor, 1912–16.

Although Baker was a pacifist, President Wilson appointed him secretary of war in 1916. He served in this post until 1921. Baker supported Wilson's fight to have the United States join the League of Nations. After 1921, Baker resumed law practice in Cleveland. In 1928, President Coolidge appointed him a member of the Permanent Court of International Justice.
